A 34-year-old Springfield man was arrested Wednesday in connection to a shooting outside of a Eugene bar, according to a press release from Eugene Police.

Just after 11:30 a.m., Nov. 15, officers were called to the vicinity of the O Bar, located at 115 Commons Dr. concerning gunshots.

Police learned a dispute had occurred between two men in separate vehicles, during which shots were fired.

The involved men had left the O Bar parking lot in their vehicle and traveled east towards Kinsrow at a high rate of speed, exchanging gunfire.

Springfield Police were notified based on the direction of travel, and one vehicle was stopped at Centennial Blvd. and 1st St.

The vehicle had two occupants, who were detained.

Police initiated an investigation, and at 10:23 p.m., arrested the driver, Phillip Alan Stiggins, 34, of Springfield.

Stiggins faces charges of unlawful use of a weapon, felon in possession of a firearm, possession of over two grams of cocaine and delivery of cocaine.

The passenger was released, and not charged.

Police say at least two apartments on Commons Dr. were struck by gunfire, but no one was injured or struck.

Police at still seeking the second involved vehicle, which has been described as a grey BMW sedan, which may have damage from gunfire.
