A 31-year-old man was arrested Friday in connection with a murder that occurred at a Southeast Portland motel, according to a release from the Portland Police Bureau (PPB).

At 8:26 a.m., Friday Apr. 21, PPB Central Precinct officers initiated a traffic stop on a 2009 green Ford Escape which was reported stolen. The Escape was exiting the Motel 6 parking lot at 3104 SE Powell Blvd.

The driver of the Escape did not stop, and began driving recklessly and officers terminated the pursuit near SE Cesar Chavez Blvd. and SE Francis St. for safety reasons.

After the pursuit was terminated by officers, the officers who remained at Motel 6 learned a deceased individual was inside one of the rooms.

While investigators were responding to the deceased body at Motel 6, officers from PPB Central and East Precincts located the stolen Escape in a yard in the 4000 block of SE 51st Ave.

Officers established a perimeter around the area, and searched the neighborhood with assistance from a K-9. The suspect was not found during that search.

At around 1:30 p.m., a person reported seeing a suspicious male subject running through a yard in the 5200 block of SE Francis St. The description given by the person, officers believed the described person was likely the male subject driving the stolen Escape.

By this point, the male subject was also identified as a person of interest regarding the deceased individual found at Motel 6.

The Special Emergency Reaction Team and the Crisis Negotiation Team arrived in the area and located the male subject, Joshua Carlson, 31, on top of a roof in the 5200 block of SE Center St.

Carlson was arrested without further incident at 1:33 p.m. He was transported to Multnomah County Jail and lodged on charges of murder and unlawful use of a motor vehicle.

The victim has yet to be identified pending notification of kin.
