Portland, Ore. – On Sunday, July 8, 2018, at 12:04 p.m., North Precinct officers responded to the Parkrose/Sumner Transit Center, located at 9525 Northeast Sandy Boulevard on the report of a man threatening people with an electric drill.

As officers responded to the scene, a caller to 9-1-1 reported the suspect was chasing after a TriMet employee and threatening the employee with the drill. When officers arrived in the area they located a man that matched the suspect’s description in the 9500 block of Northeast Sandy Boulevard. Officers directed the suspect to stop and place the drill on the ground so he could be taken into custody; however the suspect ran from officers. Officers pursued the suspect.

The suspect ran to a community area at the Rodeway Inn Portland Airport, located at 9723 Northeast Sandy Boulevard. Shortly after the suspect ran into the community area, a community member ran from the room and to the safety of the responding officers. Officers provided the suspect directions and eventually took him into custody without incident.

During the investigation, officers learned a TriMet employee had instructed the suspect to exit a TriMet bus after the bus had arrived at the end of its service-line at the Parkrose Transit Station. After being told to exit the bus the man chased after the TriMet employee with the drill. While chasing the employee the suspect reportedly broke the front window to a TriMet van parked in the area.

The suspect was identified as 61-year-old Fred M. Knispel. Knispel was lodged at the Multnomah County Jail on charges of Menacing, Disorderly Conduct in the Second Degree, Criminal Mischief in the First Degree, and warrants for Theft of Services, Trespass in the Second Degree, and two counts of Disorderly Conduct in the Second Degree.
